Dependent upon the region my dear fellow.  In most cases a sand/ballast mixture.  In regions farther to the south and westernly direction, soil.  In regions farther to the north and easternly direction, criminal missing persons.   Grin

Actually, of late, they have begun to fill them with water - it seems water more fully absorbs the impact of a vehicle, whereas sand and soil tend to bring said vehicle to a more abrupt halt. Not to mention the fact that, after an impact, water "cleans itself up" from the roadways.

However, since sand and soil were a standard (and no doubt are still in use), and because you said "...missing persons", and since a person is, in fact, about 60% water (for a grown male), I guess I must bend yet again and admit you are 'somewhat' correct.  Grin

PS:  "Roadkill" would have been the ideal answer.  Didn't you ever wonder where all those dead critters go??   Grin Grin

Next question:
Once I went to Arkansas.  I saw the strangest saw sawing I ever saw sawing.  Have you ever been to Arkansas and seen a saw sawing like the saw I saw sawing?  Can you say exactly what kind of a saw I saw sawing?
(Hey – we ain’t pitching pickled peppers, here.  We’re lauding loads of lumber!)

In the Northeast of our great country they are simply picked up by animal control units and summarily burned.  In the Northwest, as well as in the Southwest, they are often mounted on lodge walls and claimed as big game hunter's prizes.  In the Southeast, Southcentral, Central, and Northcentral portions of the nation, they are eaten.  Often times with potatoes.   Grin
