Intel: Al-Qaida cell in U.S. or on its way 
White House convenes urgent meeting to deal with new threat

Senior U.S. intelligence officials tell ABC News new intelligence suggests a small al Qaeda cell is on its way to the United States, or may already be here.

The White House has convened an urgent multi-agency meeting for Thursday afternoon to deal with the new threat.

Top intelligence and law enforcement officials have been told to assemble in the Situation Room to report on:

--what steps can be taken to minimize or counter the threat,

--and what steps are being taken to harden security for government buildings and personnel.

"It suggests they have information that the cell or cells coming this direction want to attack a government facility," Brad Garrett, a former FBI agent and ABC News consultant, said.

Law enforcement officials say the recent failed attacks in London have provided important new clues about possible tactics.

And officials say the London attackers use of the Internet left important clues that are being used to decode other e-mails that had initially been deemed unimportant but are now taking on new significance.

A senior administration official said the level of concern of a new terror attack is now higher than it has been in some time, and the meeting this week in the situation room is one of a number that have been convened in light of the new intelligence and what happened in London.

"World News" closer between Charles Gibson and Brian Ross:

Charles Gibson: The obvious question, Brian, is how hard and how specific is the intelligence?

Brian Ross: Not hard, but good. It's being taken very seriously, in connection with increased chatter, e-mail traffic back and forth, the attacks in London, and a general concern, as Secretary Chertoff said today, that summer seems to be a time that al Qaeda likes to attack.

Charles Gibson: And there's been a bunch of tapes that have been coming from al Qaeda lately.

Brian Ross: In fact, Zawahri put out his eighth tape today and says he had easy access to the Internet, and he threatened new attacks against London.

Charles Gibson: Once was the day when this intelligence came in, they would raise the level of concern going to a different color.

Brian Ross: The concern, now, by doing that and not telling Americans what they can do, where the attack is coming, serves no useful purpose.

Chertoff has 'gut feeling' of summer attack 
'We worry that they are rebuilding their activities'

U.S. counterterror officials are warning of an increased risk of an attack this summer, given al-Qaida's apparent interest in summertime strikes and increased al-Qaida training in the Afghan-Pakistani border region.

On Tuesday, Homeland Security Secretary Michael Chertoff told the editorial board of The Chicago Tribune that he had a "gut feeling" about a new period of increased risk.

He based his assessment on earlier patterns of terrorists in Europe and intelligence he would not disclose.

"Summertime seems to be appealing to them," Chertoff said in his discussion with the newspaper about terrorists. "We worry that they are rebuilding their activities."

Other U.S. counterterrorism officials, who spoke on condition of anonymity, shared Chertoff's concern and said that al-Qaida and like-minded groups have been able to plot and train more freely in the tribal areas along the Afghan-Pakistani border in recent months. Osama bin Laden and his top deputy, Ayman al-Zawahri, are believed to be hiding in the rugged region.

"The threat coming out of there is very real, even if there aren't a lot of specifics attached to it," one of the officials said.

Chertoff's department has not made any move to increase the nation's color-coded terror alert system. Now, airlines are under orange — or high — alert, which is the second most serious level on a five-point scale. The rest of the country remains a step below at yellow, or elevated.

Chertoff said he is convinced that terrorists are regrouping. "Our edge is technology and the vigilance of the ordinary citizen," he said.

The secretary also urged Americans to be watchful for suspicious activities in the wake of recent terror incidents in England and Scotland. On June 29, two cars packed with gas cylinders and nails were discovered in London's entertainment district. The next day, two extremists smashed their flaming Jeep Cherokee into security barriers at Glasgow Airport's main terminal.

Al-Qaida and its sympathizers have shown an interest in summertime attacks. Some examples from recent years:

• In 2005, London faced two separate sets of transit attacks. The July 7 attacks on three trains and a bus killed 52. A second attack on July 21 was bungled when the detonators failed to light the explosives.

• Last summer, international counterterror authorities said they foiled a plot to use liquid explosives to take down roughly 10 U.S.-bound airliners leaving Britain.

In spite of Chertoff's 'gut feeling' our government continues to leave our borders open.  If they were truly serious about protecting this nation, our borders would be filled with armed troops, just as we have troops protecting the borders in Iraq.  If I didn't know better, I would think they are facilitating an attack.  Then again, maybe they are.

It is for this reason that I think that militia type groups are important. I am not talking about those groups that go under the name of "militia" that are going up in arms against the U.S. government or performing some type of terrorism but those that are actually doing something about our borders.
