In Mark 1, when Jesus came out of the water it says that the spirit descended like a dove. Does that mean that Jesus was w/o the holy spirit before that and that he lived 30 years before his ministry w/o the holy spirit?

No. 

The dove coming down upon Jesus is a literal even but also a symbolic gesture of the blessing of God.  Sort of like a father placing his hand upon the son's shoulder.
