He is a description of the event I took from the site:

The fifth Pan-European International Relations Conference will take place in September 2004 in The Hague, The Netherlands. A Book Exhibition is planned to run throughout the conference, with publishers represented from all over the world. This is an excellent and unique opportunity for you to display your publications and meet with political scientists and international relations specialists. It is important that you are represented at this Book Exhibition because: • Participants come from all the major areas of political science, along with academics from other related disciplines of law, sociology, economics, geography and history; • Teachers and researchers from all over Europe, North America, Africa and Asia are represented; • Your publications are displayed at a flat rate of £50 (with no limit on the number of titles) on the ECPR Book Stand (on a non-returnable basis) which is permanently staffed by ECPR personnel throughout the entire conference; • The display of your books/journals in a central location for the whole of the conference; • Listing of your titles displayed on the ECPR Book Stand in our 'Catalogue of Publications' (with ordering details) which is available free to all participants, and will be included in the conference materials; • The display of promotional material on the ECPR book stand; • You can distribute leaflets (not catalogues) in the conference wallets; • There is an opportunity to display publications in both English and other languages; • Orders for the books and journals (plus requests for inspection copies) displayed on the ECPR Book Stand are taken on your behalf from participants using ECPR order forms. Orders are then sent to publishers at the end of the Exhibition. Please tick the box provided on the booking form if you are prepared to give a 20% discount on the price of books on all orders taken at the Exhibition. Please also list any postage costs that are added when ordering titles at the Book Exhibition. You say we put too much emphasis on "free will".  But I tell you we do not put enough.  This is a basic fundamental concept.  It can change the interpretation of the bible when applied to many scriptures if you do not except that you have free will while you walk on the earth.

It is obviously an implied promise based on the fact that He even lets the devil keep its own free will to do evil which damages the mankind he so deeply loves.  He allows the devil to tempt mankind freely and does not interfere with the devil's efforts.  But even the devil listens to God, for God told him that he could do what he wants except take Job's life.  This is proof that even the devil has to listen to what God wants.  Everyone knows God could put a stop to the devil at any point in time if he wanted to.  If you are looking for literal proof, I do not have it.  But implied proof, I already gave you.

God even gave Lucifer, free will.  Surely if God wanted to, he could end the world of sin by taking away the devil's free will.  But God obviously promised never to tamper with free will.  Not his angels', mankinds' or even Lucifers'.

Our walk on earth is a testing ground to see if we will choose God over the Devil by our own free will.  God doesn't want robots to love Him.  For surely he could create such a scenario with His power.  But we wants every soul out there to want to be with Him because they choose to.

He first tried it with the Jews, but he realized that man was just too weak of the flesh.  So he intervened against the Devil by offering to mankind help through Jesus Christ.  To help us reach salvation, but only if we wanted to accept the help from Him.

Again, God does not want to violate free will.

This is the beauty of free will.
