If you mean it as a, i-want-to-talk-to-you-because-you're-attractive-wave-slash-conversation, it's just expressing intrest. It doesn't have to go anywhere from there. It's a nice thing to do, however, because one-it's usually pretty fun gettnig to know strangers, and two-you never know when you might find a real attraction to a person.
PS- being a girl, I know it's also very nice to get waved at lol ;).
