Bush to sign Adam Walsh act today

President Bush is expected to sign this afternoon the Adam Walsh Child Protection and Safety Act.

The legislation will create a nationwide sexual criminal Web registry, listing photos, addresses, physical descriptions, employment and other pertinent information.

Walsh, 6, was kidnapped from a shopping mall in Hollywood, Fla. on July 27, 1981. His head was discovered two weeks later in a Vero Beach canal, and his murder remains unsolved.

His father, John Walsh, went on to host "America's Most Wanted" and devote his life to protecting children against violence.

Sen. Bill Nelson, D-Orlando, added a provision earmarking $15 million in federal grants over three years for states - such as Florida - that track sexual perpetrators using global positioning systems.

The signing was scheduled for 1 p.m.

Although I think it a terrible thing to be a sexual predator I fail to see why we stop or start even thinking about tracking them via GPS.  What about murderers?  I have always had an issue with the tracking of released felon.  Instead of spending all the money on ways to track them, spend it on building prisons and just keep them in the prison for their entire sentence and get rid of this parole and early release programs. 

If they pay their debt to society in the manner originally incarcerated for then what gives us as a society the right to track them for the rest of their lives?  Are we turning into a society that once a convict, alsways a convict?
