Constitution, Bill of Rights added to classroom proposal If the Legislature has its way, every public school and university classroom in the state will have to display not only a U.S. flag, but a poster of the U.S. Constitution. Lawmakers have been considering requiring flags in classrooms since they began meeting in January. Rep. Ted Downing, D-Tucson, tacked on the measure requiring the Constitution and Bill of Rights be displayed in classrooms from seventh grade through college. It's in Arizona Gov.
