Why did I have the feeling when this oil-for-food scandal first surfaced that it would be blamed on the U.S.?

WASHINGTON (Reuters) - Lax oversight by the U.S. Treasury Department contributed to millions of dollars of abuses of the Iraq oil-for-food program by Texas company Bayoil USA, Senate Democrats said in a report on Friday. The Senate report focused on Bayoil, the first U.S. firm to be indicted in the probe of the United Nation's $67 billion oil-for-food program for Iraq. An independent panel reported this week on 2,200 companies accused of diverting $1.8 billion from the program to Saddam Hussein's government.
